Practical case of these projects, which are out of time and incomplete, is the construction of the bypass, linking the Nkoabang district to the national road n ° 10, Yaoundé-Bertoua via Ayos, whose works were launched in May 2018 for a period of 05 months. One year later, the rate of execution of the works is estimated at 26.08%, despite a nine-month extension of time granted to the company in the field, which extension ends in June 2019. Problem : it would be the non-payment by the State of a count of 51 million CFA francs, issued since December 2018. An argument quickly swept away by the hand by Emmanuel NGANOU DJOUMESSI, who threatens to terminate this contract, as if termination alone would solve the problem.
