Arrived with the "tunes of Zorro" to replace Patrice AMBA SALLA at the head of the Ministry of Public Works on October 2, 2015, Emmanuel NGANOU DJOUMESSI had not, it seems, measure the immense task that awaited him, in terms of the conduct and implementation of major projects within its area of ​​expertise.

Four years later, the man still can not give assurances to have lived up to the expectations formulated for him. Since to this day, almost no new kilometer of road has emerged, no site was the subject of a full realization, nothing so significantly to salute. However, NGANOU DJOUMESSI does not lack arguments to argue: decent unexpectedly on the ground here, threats of termination of contracts there. All this, for what result? Nothing. Certainly. Where could the problem come from? probably of itself and of the government to which it belongs, very often blacklisted by almost all the actors of the sector, for their weak capacity of diligence in the processing of the files of payment. Which obviously leads to the delays observed, in the executions of public orders.

Practical case of these projects, which are out of time and incomplete, is the construction of the bypass, linking the Nkoabang district to the national road n ° 10, Yaoundé-Bertoua via Ayos, whose works were launched in May 2018 for a period of 05 months. One year later, the rate of execution of the works is estimated at 26.08%, despite a nine-month extension of time granted to the company in the field, which extension ends in June 2019. Problem : it would be the non-payment by the State of a count of 51 million CFA francs, issued since December 2018. An argument quickly swept away by the hand by Emmanuel NGANOU DJOUMESSI, who threatens to terminate this contract, as if termination alone would solve the problem. Obviously, Mr. NGANOU would not learn from his mistakes. How to become better in this case?
